Swamp Dwarves v River Elves
So the Chaos Cleric has kidnapped the children of the Dwarves, and demands a huge ransom. They dam the river to dig for gems and precious metals.
Meanwhile the loss of water level in the river has caused a food problem in the elflands downstream, and the herdsmen have gathered their herd of manatees and is driving them downriver.
Also, there is one dwarf and one elf that are taking advantage of all this by ?
On the day, neither side is prepared for battle, so after a brief exchange, each side retreats to prepare for the next day.
As they retreat, one manatee will get caught in the dam, the dwarves start pelting it with stones to drive it away. some elves come to try to free it. PC's presumably aid the elves.
Both sides exaggerate their side of the story. "My river, we need the power!" Our town will be underwater quickly if we don't have the power!
Elves, "We need to get downstream! This should be a free flowing river!"
Compromise - open slush gates / rebuild them so creatures can travel up and down river more easily.
Dirty Duo -
Elf manatee hand working with a dwarf who has stolen some gems from the mine. he's the transport guy. He is also one of their guides / leaders, and sold the information to the dwarves of where to build and hunt gold. He's taking his cut from the dwarves, and doesn't care about this herd.
He did have a herd, or his family did, and it was lost or destroyed and he blames the other elves. His families loss he blames on the Elven community.
-He has a bag of gems that he shouldn't have.
-He has writings in his hand that match the missing map.
Maybe the chaos lord manipulated that loss to get a inside man?
Chaos lord found this extra greedy accountant dwarf and put them together.
They each have some magical tatoo that binds them together.
Dwarf Accountant is a guildie and is stealing from the mine, the ransom kidnapped chilren mine ... he's more evil. He's also the accountant for the Dwarves, and is skimming. should be evidence in his office / hut. Master map is dwarven, and account books. one map in an elvan script behind a desk, that was missed, should have been destroyed.
Who is the surveyor? He's here, doesn't know why they picked here, it's clearly not in his area of expertise.
Who would have drawn the master map, 'I could have sworn I saw a sectional map that I coulda sworn ws an elven map." and the one I have for this area sure didnt look like this. suggesting there is another map.
Other dwarves will turn on the accountant quickly once this is discovered.
